Of course they should!

The BBC are reporting that Sir Gus O'Donnell (otherwise known as GOD) has suggested that, bearing in mind the developments in Egypt, our intelligence services should be monitoring Facebook, Twitter etc with a view to obtain advance knowledge of 'unrest' amongst the people.

Seems reasonable to me, after all if you were in their shoes would you not want to know how close you were to 'decorating' a lamp post?

The Egyptians must have been listening to him because they pulled the plug on their Internet connections early this morning.

Are those O'Donnell's words 'should be monitoring'? If so, it sounds like he's trying to justify why they are monitoring and not a suggestion that should start to monitor them.

Since GCHQ routinely monitors all telephone, internet and mobile traffic, this sounds like an excuse to justify it.
