Regardez au-dessus du 13, autorisé aussi dans le 83 et autres départements.

We’re getting there.
Look at this French license plate. See what’s on top of the number 13 on the right hand side?
(13 is the department number (province) where the plate was issue).
The additional signage has been officially authorized in several other provinces.

What are the symbols/language and what do they say? Not that I will be having any on my car, but just out of interest.
Well spotted WfW, we drive a lot in France (but not in the winter) and I have never seen this.

W42: Have no idea other than it looks a tad arabic/muslim (ish. Try googing eu and barcelona agreement - that is the EU plan to incorporate the med countries into the EU.

Could this be a hoax? The script above the numbers is not the Arabic numeral equivalent of '13' which is what I would have expected it to be. Besides, why have the departement in Arabic and not the actual registration number?
